[OpenMP][NVPTX] Take functions in `deviceRTLs` as `convergent`
OpenMP device compiler (similar to other SPMD compilers) assumes that
functions are convergent by default to avoid invalid transformations, such as
the bug (https://bugs.llvm.org/show_bug.cgi?id=49021).
