[CI] Remove uarch pinning

We are having issues in the us-central cluster getting machines. See if
being more flexible with the uarch helps resolve things. This will likely
have a decent penalty for performance (~10% from when I last measured if I
remember correctly), but that's not a big deal when otherwise jobs will
not schedule.
