[CI] Fix up some issues with the new linux-32 runner set

Put the ConfigMap mount in the right place, correctly specify
kubernetesModeAdditionalRoleRules instead of the old thing, and also
specify the correct ACTIONS_RUNNER_CONTAINER_HOOKS value so we pull
in the latest version of the repo given the original path pointed
at the old version.
