[IR] Return AAMDNodes from Instruction::getMetadata() (NFC) getMetadata() currently uses a weird API where it populates a structure passed to it, and optionally merges into it. Instead, we can return the AAMDNodes and provide a separate merge() API. This makes usages more compact.
