[libomptarget][nextgen-plugin] Use SCRELEASE/SCACQUIRE in packet headers (#85678) This patch updates the construction of packet headers to replace the usage of ACQUIRE/RELEASE with SCACQUIRE/SCRELEASE which is now recommended.
