[ELF] Don't reserve file bytes for NOBITS followed only by empty sections (#224523) An empty section after .bss in the same PT_LOAD gets `first->offset + os->addr - first->addr`, which reserves size(.bss) file bytes. This makes p_filesz = p_memsz, defeating the NOBITS size optimization. Give such sections the running offset instead. Fix #78261 GitOrigin-RevId: f18795ec50fe7da1f1fec2b80e19771fb788143d
