Reland "[flang][runtime] Enable I/O APIs in F18 runtime offload builds." (#87729) This reverts commit 22089ae6c591d11143724b4bde418aa067958a8f. GitOrigin-RevId: f3c31d7040582bf1b1c7a3e0ddd9d3f49b4b7f31
Flang is a ground-up implementation of a Fortran front end written in modern C++. It started off as the f18 project (https://github.com/flang-compiler/f18) with an aim to replace the previous flang project (https://github.com/flang-compiler/flang) and address its various deficiencies. F18 was subsequently accepted into the LLVM project and rechristened as Flang.
Please note that flang is not ready yet for production usage.
