[mlir][vector] Categorize Vector-to-LLVM conversion tests (nfc) (#125918) Following https://github.com/llvm/llvm-project/issues/124308, this patch reorganizes the `vector-to-llvm.mlir` tests by splitting them into two categories: - **Basic conversion tests**: Tests that only require `populateVectorToLLVMConversionPatterns`, focusing on the minimal conversion from Vector to LLVM. These have been moved to `vector-to-llvm-interface.mlir`. - **Full pass tests**: Tests that require the complete `ConvertVectorToLLVMPass`, which includes `populateVectorToLLVMConversionPatterns` along with additional patterns. These remain in `vector-to-llvm.mlir`. This reorganization clarifies test coverage and helps avoid unnecessary duplication. NOTE: This is merely moving tests around between two files and adds some comments.

This repository contains the source code for LLVM, a toolkit for the construction of highly optimized compilers, optimizers, and run-time environments.
The LLVM project has multiple components. The core of the project is itself called “LLVM”. This contains all of the tools, libraries, and header files needed to process intermediate representations and convert them into object files. Tools include an assembler, disassembler, bitcode analyzer, and bitcode optimizer.
C-like languages use the Clang frontend. This component compiles C, C++, Objective-C, and Objective-C++ code into LLVM bitcode -- and from there into object files, using LLVM.
Other components include: the libc++ C++ standard library, the LLD linker, and more.
