[CI] Try lowering max parallel link jobs on Windows (#185255) It looks like #177477 might be caused by OOMs due to running too many link jobs at the same time in rare circumstances. It doesn't reproduce often enough for me to be able to easily check the event logs to confirm the OOM killer was involved (I did try 192 runs), but it doesn't hurt to try. This could slightly decrease performance, but given these are vCPUs, even if we need to run only link jobs, we should take only a 10-20% performance hit for the link phase, which is generally not a large portion of the build.

This repository contains the source code for LLVM, a toolkit for the construction of highly optimized compilers, optimizers, and run-time environments.
The LLVM project has multiple components. The core of the project is itself called “LLVM”. This contains all of the tools, libraries, and header files needed to process intermediate representations and convert them into object files. Tools include an assembler, disassembler, bitcode analyzer, and bitcode optimizer.
C-like languages use the Clang frontend. This component compiles C, C++, Objective-C, and Objective-C++ code into LLVM bitcode -- and from there into object files, using LLVM.
Other components include: the libc++ C++ standard library, the LLD linker, and more.
