[libc++][NFC] Use llvm.org/PR to link to bug reports (#156288) We've built up quite a few links directly to github within the code base. We should instead use `llvm.org/PR<issue-number>` to link to bugs, since that is resilient to the bug tracker changing in the future. This is especially relevant for tests linking to bugs, since they will probably be there for decades to come. A nice side effect is that these links are significantly shorter than the GH links, making them much less of an eyesore. This patch also replaces a few links that linked to the old bugzilla instance on llvm.org.

This repository contains the source code for LLVM, a toolkit for the construction of highly optimized compilers, optimizers, and run-time environments.
The LLVM project has multiple components. The core of the project is itself called “LLVM”. This contains all of the tools, libraries, and header files needed to process intermediate representations and convert them into object files. Tools include an assembler, disassembler, bitcode analyzer, and bitcode optimizer.
C-like languages use the Clang frontend. This component compiles C, C++, Objective-C, and Objective-C++ code into LLVM bitcode -- and from there into object files, using LLVM.
Other components include: the libc++ C++ standard library, the LLD linker, and more.
